Description:

The Franklin Substation Rebuild Project consists of replacing the 1950’s vintage 115 kV – 12.47 kV substation distribution facilities with modern equipment. The project approach requires a phased design of construction to allow half of the existing station’s low side to remain energized while the other half is replaced; then the remainder of the existing station’s low side is replaced. This allows the District to provide continuity of service to their members while updating their facilities. The refurbishment includes a new 25 MVA transformer, metering structure, and ten-feeder distribution rack with a main and transfer bus.

Services – TOTH’s design and drawing package services included civil, structural, and electrical engineering for the following aspects of the project: field topographical survey, replacement of existing structures, foundations, general arrangement, lighting, lightning protection, ground grid, auxiliary AC and DC systems, and material list; including separate drawing packages for each phase of construction. In addition to the design, TOTH produced and reviewed specifications for major materials (transformer, breakers, switches, etc.) and the primary construction contract to assist the District and its procurement processes. To ensure the project was on-target, TOTH monitored the earned value of the project as milestones were achieved and reported those metrics to the District, resulting in delivering the project on time and within the budget.
