Description:

The City of Mountain Grove selected TOTH to pursue Community Development Block Grant (CDBG) funding for stormwater improvements throughout the City. Working closely with the South Central Ozarks Council of Governments (SCOCOG), TOTH developed a Preliminary Engineering Report (PER) to redevelop Lily Lake as a regional detention facility, thereby reducing downstream flooding throughout the town and to replace approximately 225 feet of undersized stormwater pipes with a new 60-inch reinforced concrete pipe.

The PER was attached to SCOCOG’s funding application and submitted to CDBG for their consideration.  In April of 2021, CDBG awarded the City of Mountain Grove almost $850,000 to design and construct the project.  TOTH is currently designing the improvements.

After the redevelopment of Lily Lake, the City intends to seek additional funding to construct a park and outdoor recreational area around the lake.  The City views Lily Lake as a vital part of its history and hopes to use this rare opportunity to preserve that history by creating a community recreational area.
