Moises has experience in project management and design responsibilities for various civil engineering projects requiring site development consisting of site layout, building placement, utility connections, stormwater conveyance, and detention.

When working for Shasta County Department of Public Works, Moises performed field and office engineering work in connection with solid waste facilities, including the preparation of documents and reports required by regulating agencies. Prepare project drawings, specifications, and cost estimates for board and regulatory approval. Serve as a resident engineer on construction projects related to landfill improvements, landfill caps, drainage improvements, and gas collection expansion at solid waste facilities. Review project submittals, schedules, labor compliance, and pay estimates. Issue change orders, minor change requests, and close out documentation. Apply principles, practice, and methods of civil engineering and land surveying as required for the planning, design, and construction of various improvements related to landfill operations, such as cell expansions, earthwork, waste volumes, pavement surfaces, drainage structures, etc. Serve as the agency point of contact to various consultants, including engineering, environmental and regulatory agencies. Lead annual Storm Water Pollution Prevention Plan training with landfill operations staff. Prepared expedited project documentation in response to emergency projects caused by wildfire damage and storm damage. Performed traffic engineering tasks such as traffic counts and review and preparation of speed ordinances for various county roads.
