As the City of Buffalo’s on-call civil engineer, Toth & Associates (TOTH) has served as a trusted partner across a suite of utility and public infrastructure projects, spanning stormwater, drinking water, wastewater, GIS modernization, and pedestrian and transportation improvements.

  1. Box Culvert Replacement

Service Type: Stormwater, civil engineering

  • Scope: Assessed two undersized culverts at Jefferson and Main Streets, causing chronic flooding
  • Engineering Work: Drainage delineation, hydraulic capacity analysis, 25-year flood design criteria
  • Outcome: FEMA hazard mitigation grant awarded; recommended replacements: dual-cell 3’×12’ and 4’×10’ culverts with careful adjustments to avoid underground sanitary sewer conflicts.
  1. Water Tower Improvements

Service Type: Potable water, structural/civil engineering

  • Scope: Replace nearly 100‑year‑old tower with new 100,000‑gal steel pedosphere tank
  • Design Highlights: Redesigned piping to ensure adequate chlorine contact; FAA-mandated rebuilding on original footprint; site structured for future fire department expansion
  1. Water System Hydraulic Study

Service Type: Potable water, system modeling

  • Scope: Evaluate and modernize the City’s entire drinking water system (~40 mi pipe, 1,720 services, 3 towers, 4 wells)
  • Engineering Work: Updated and calibrated the hydraulic model using as-built plans, meter demands, and hydrant flow data to reflect true field performance
  1. Wastewater Inflow & Infiltration Study

Service Type: Wastewater management

  • Scope: Assess and prioritize inflow/infiltration issues that spike treatment plant load during wet weather
  • Approach: Evaluated existing infrastructure, ranked repair needs, and projected costs and scheduling to facilitate phased remediation
  1. GIS Database, Web Service & App Development

Service Type: GIS/mapping and data management

  • Scope: Developed an enterprise GIS system with web services and a user-facing app
  • GIS Work: Configured Esri Collector and tailored web app, including staff training to ensure local admin capacity
  1. State Highway 32 Sidewalk Improvements

Service Type: Transportation, pedestrian infrastructure

  • Scope: Improve pedestrian access and safety along State Highway 32 between the elementary school and downtown Buffalo
  • Engineering Work: Designed 2,200 feet of new sidewalk, stormwater conveyance, ADA-compliant ramps, and coordinated with MoDOT and local utilities
  • Outcome: Project successfully completed, enhancing walkability for residents and students while improving curb appeal and long-term accessibility
  1. ARPA Wastewater System Improvements

Service Type: Wastewater, civil engineering

  • Scope: Design two sanitary sewer main extensions, resolve Sanitary Sewer Overflows (SSO’s) occurring on a section of the existing sanitary sewer main, rehabilitate two lift stations,  rehabilitate a portion of the problematic sanitary sewer mains in town, and perform clarifier improvements at the WWTP.
  • Engineering Work: Sanitary sewer drainage area delineation, lift station design, and existing main capacity analysis
  • Outcome: ARPA grant awarded; two sanitary sewer main extensions, a new sanitary sewer line running concurrently with an existing line to reduce overflowing, two rehabilitated lift stations, CIPP lining of the problematic sanitary sewer mains in town, and equipment replacement in the north clarifier at the plant
  1. Regional Public Safety Training Facility

Service Type: Site work, civil engineering

  • Scope: Design a new public safety training facility for the City of Buffalo
  • Engineering Work: Stormwater drainage area delineation, surface grading to promote drainage, running drive paths to ensure fire truck accessibility, and coordination of utility connections
