TOTH completed a cost of service study for Atchison-Holt Electric Cooperative in February 2016 for approximately 4,000 meters. The service availability charges were updated to be closer to cost to service members. The declining block rate structure was also updated. TOTH then provided cost of service training to the Cooperative’s management team.
